As part of the parliamentary oversight mission focusing on the implementation of Community projects, a delegation of Members of Parliament from the ECOWAS Par-liament’s Committee on Agriculture, Environment and Natural Resources of the ECOWAS Parliament visited Lomé from 27 to 29 October 2026 to learn about the mis-sions and achievements of the Regional Agency for Agriculture and Food. During their field visit, the parliamentarians visited two sites that have benefited from the Agency’s interventions.
Led by the Chair of the Parliamentary Committee, the Honourable Mohammed Ali NDUME, the delegation held discussions with the Executive Director and staff of the Regional Agency for Agriculture and Food (ARAA) with the aim of learning more about the Agency and discovering its key achievements on the ground.

Particular attention was paid to two major initiatives coordinated by RAAF: the ECOWAS STOCKS II project and the West African School Feeding Modernisation Programme (PMAI-AO). This mission provided an opportunity for RAAF to appreciate the ECOWAS Parliament’s com-mitment to supporting agencies and institutions in their efforts to promote the effective, ac-countable and sustainable management of regional initiatives, with a view to ensuring tangible benefits for the populations of Member States.
“Your mission provides an opportunity for RAAF not only to raise its profile amongst you, the parliamentarians, but also to benefit from your insightful observations in order to improve its practices and enhance its performance in the service of communities,” emphasised Mr KON-LANI Kanfitin, Executive Director of the Regional Agency for Agriculture and Food (RAAF), at the opening ceremony of the mission.
“Our mission also represents an important opportunity to strengthen dialogue between Com-munity institutions and the representatives of the peoples of ECOWAS. As parliamentarians, we play a vital role in promoting regional integration, overseeing Community action and raising public awareness of the policies and programmes implemented by our Community,” assured the Honourable Mohammed Ali NDUME, Chair of the Committee on Agriculture, Environment and Natural Resources of the ECOWAS Parliament, whilst addressing the staff and the Execu-tive Director of RAAF.

Following two days of discussions on the RAAF achievements, particularly those of the STOCK 2 and PMAI-AO projects, members of the ECOWAS parliamentary delegation undertook field visits on 29 October 2026 to two sites: the Agri-Food Processing Unit (QSI) and the Adétikopé Cattle Market, both beneficiaries of ARAA’s interventions.
At Quality Service International (QSI), the agri-food unit and a RAAF partner, the parliamentary delegation was briefed on the progress of production of 100 tonnes of fortified nutritional products destined for Togo. This operation follows a request from the Togolese Ministry of Health, in response to the nutritional needs of vulnerable populations, particularly children under five and pregnant and breastfeeding women in the Kara and Savanes regions. This initiative forms part of the implementation of the STOCK II interim phase project, funded by the AFD and implemented by ECOWAS through RAAF, in support of the Regional Food Secu-rity Reserve (RFSR)
At the Adétikopé Livestock Market, ECOWAS parliamentarians held discussions with the Mayor of the Municipality and the President of the National Federation of Livestock and Meat Sector Professionals of Togo. This federation brings together associations of producers, processors and traders of livestock and meat products in Togo. It champions the sector’s interests and contributes to improving infrastructure (livestock markets) and animal health. As part of the PACBAO 1 project, it has received support from ECOWAS in the form of training on cross-border trade regulations and the organisation of sector stakeholders to boost their incomes.
