Selection of An Individual Consultant for the Evaluation of AECID Support to the ECOWAS Project Preparation and Development Unit (PPDU)

1. Introduction

The ECOWAS Commission, through its Project Preparation and Development Unit (PPDU), invites qualified individual consultants to express interest in conducting a comprehensive evaluation of the AECID-supported MoU, focusing on institutional development, project preparation, and capacity building.

2. Objectives

The assignment aims to:

  • Assess the implementation of the MoU and its impacts.
  • Provide strategic recommendations for future collaboration.
  • Support the renewal of PPDU’s mandate and alignment with the Strategic Business Plan 2026–2030.

3. Scope of Services

The consultant will undertake the following tasks, structured in five phases:

            a)     Inception Phase

  • Develop an analytical framework, Theory of Change, and evaluation matrix.
  • Stakeholder mapping and document inventory.
  • Prepare an inception note and detailed workplan.

            b)    Data Collection & Synthesis

  • Assess procurement processes and propose improvements.
  • Evaluate project portfolio management and implementation barriers.
  • Analyze PPP capacity building activities and their integration.
  • Conduct interviews and document reviews.

            c)     Analysis & Validation

- Synthesize findings using DAC criteria and cross-cutting themes (gender, environment, social safeguards).

- Validate findings with stakeholders.

            d)    Forward Strategy & Design

- Propose strategic pillars, outcomes, and partnership models for 2025-2035.

- Develop a high-level results framework and risk assessment.

            e)    Reporting & Dissemination

  • Prepare a comprehensive final report (≤30 pages + annexes).
  • Develop executive slides and a decision brief for policymakers.

5. Duration of the mission

The duration of the contract is 3 calendar months.

6. Consultant Profile

The consultant should have extensive experience in program evaluation and assessment within development assistance contexts, particularly in infrastructure planning and project preparation.  

  • Qualifications and skills:
    • A master’s degree (or higher) in Social Sciences, Public Administration or a related field, with a focus on Program Monitoring and Evaluation.
    • Strong analytical skills and proven ability to conduct program evaluations and assessments in the context of international development cooperation, particularly within the infrastructure sector. - Strong writing and presentation skills.
  • Relevant Experience
    • At least 5 years of experience in evaluating and assessing development cooperation programs, specifically in infrastructure project development. 
    • A minimum of 5 years of experience in conducting monitoring and evaluation assignments for reputable international organizations in the development cooperation sector.
    • Experience in Africa will be an added advantage
  • Language
    • The consultant must demonstrate fluency in at least one (1) of the official languages (English, French, or Portuguese) and possess working proficiency in an additional official language

7. Selection method

The individual consultant will be selected in accordance with the Individual Consultant Selection (ICS) method as defined in the ECOWAS Public Procurement Code. The process will be based on the consultant’s qualifications, experience, and competence relevant to the assignment. Only shortlisted candidates will be contacted for interviews.
