The Economic Community of West African States (ECOWAS) has secured a grant from the West African Development Bank (BOAD) to finance the Regional Project "Promotion of Climate Smart Agriculture in West Africa" (CSA), and intends to use the grant funds to pay for supplies, works and services to be procured under the Project.
The Project includes the following components:
Component 1: Improving knowledge and building technical capacity through regional and local interactions to promote agricultural practices resilient to the adverse effects of climate change
Under this component, the contracts to be awarded are as follows
Supplies
Acquisition and installation of 600 packages or kits of direct-reading rain gauges, thermometers and anemometric recorders.
Services
- Selection of NGOs for the implementation of sub-projects: A total of 25 sub-projects, i.e. 5 sub-projects per beneficiary country (Benin, Burkina Faso, Ghana, Niger and Togo). Each sub-project will cover an area of 100 to 150 hectares and can combine different technologies and technology packages.
- Selection of consultants for Environmental and Social Impact Assessment (ESIA),
- Selection of consultants for Pesticide Studies.
Component 2: Strengthening best practices related to climate change adaptation in agriculture and pastoralism at the local level
Under this component, the contracts to be awarded are as follows:
Supplies
Support for the acquisition of quality fertilizers and seeds.
Works
- Construction of Runoff Water Collection Basins (RWCB);
- Acquisition of motor pumps for supplemental irrigation with RWCB;
- Construction of large-diameter wells with motor pump and landscaping (1 well, 1 motor pump for a 2 ha unit);
- Drilling of boreholes with solar pumping including irrigation equipment with Californian network per unit of 5 ha.
Component 3: Knowledge management on resilient best agricultural practices related to climate-smart agriculture
Under this component, the contracts to be awarded are as follows
Services
Selection of a consultant for the setting up and operationalisation of a website, production of manuals, catalogues of good practices.
Component 4: Project Management:
The contracts to be awarded for the management of this project are as follows:
Supplies
- Acquisition of computer equipment and hardware;
- Vehicle purchases.
Services
- Selection of consultants for the Regional Coordination Unit (Coordinator, Monitoring and Evaluation Officer, Administration, Finance and Procurement Officer),
- Selection of consultants to support the National Co-ordination Units.
All contracts for works, services and supplies financed by the Project will be awarded in accordance with the procedures specified in the Guidelines for Procurement of Goods, Works and Services (other than Consultancy Services) financed by a loan or cash advance from the West African Development Bank, March 2013 edition in accordance with the provisions of the Loan Agreement. All suppliers/contractors meeting the sourcing criteria defined in the guidelines are eligible to bid. Consultants will be selected in accordance with the Guidelines for Procurement of Consultants financed by a Loan or Cash Advance from the West African Development Bank, March 2013 edition.
The specific notices relating to the various contracts to be awarded in accordance with the BOAD international competitive bidding procedures will be published, as soon as they are communicated, on the Bank's website (www.boad.org), in DGMARKET and in a national daily newspaper for wide circulation in the Borrower's country. The first specific contract notices will probably be published in March 2021.
