The ECOWAS Commission through the Regional Agency for Agriculture and Food intends to use the services of a consulting firm or a two-person team of individual consultants to review the implementation of the Fouta Djallon Highlands Regional Integrated Development Project.

Purpose and expected results of the mission:

The purpose of the review is to assess the Integrated Natural Resources Management Project (INRP) according to the internationally applied evaluation criteria of relevance, efficiency and effectiveness.

It also aims to evaluate the RPID/FDH Programme and provide ECOWAS and Programme member countries and their Technical and Financial Partners with the institutional, legal and technical bases for a sustainable revival of field activities to reverse the degradation of highlands natural resources, building on the lessons learned and international best practices in the preservation of ecosystems.

Interested consultants (Consulting firms or two-person teams of consultants) are requested to produce the information demonstrating their qualifications and experience in the delivery of such services. They will have to give evidence of references of recent and/or similar services. In this respect, they are invited to submit their expressions of interest to the address below:

Subject: Recruitment of a Consulting Firm or a two-person team of individual consultants to review the implementation of the Fouta Djallon Highlands Regional Integrated Development Project.

Expressions of interest are receivable by 29 th May 2019 at 5 PM, Togo time, the latest.

RAAF will make a shortlist of up to 6 applicants, on the basis of applications received, to whom the Request for Proposals to perform the Services required will be sent.

The expression of interest shall include:

  • A letter of expression of interest, including the availability period;
  • A presentation:

For consulting firms: references of the consulting firm with updated CVs of the two consultants including details of their professional experiences and similar missions conducted;

For two-person teams of consultants: references and updated CVs of the two consultants including details of their professional experiences and similar missions conducted;

  • A certified copy of the highest diploma(s); and
  • A copy of certificates of specialized trainings attended in connection with the work of the mission.

The expression of interest shall also specify the extent to which profiles of proposed consultants complement one another in delivering the mission.

For the purposes of assessing the qualifications and abilities of applicants in coming up with the shortlist, the following criteria shall be considered:

For the senior expert, head of mission, specialist in institutional and legal organization

  • Proven experience in the development, implementation and evaluation of institutional and legal frameworks for the management of regional development projects and programmes;
  • Sound knowledge of ECOWAS environmental, natural resources and water management policies in general and the Fouta Djallon Highlands and the RPID/FDH in particular;
  • Experience in the assessment and capitalization of regional programmes;
  • At least ten (10) years of experience in the development or management of regional programmes;
  • Experience in the assessment of at least two regional projects or programmes in the areas of environmental management, natural resources and water in West Africa;
  • High level diploma (at least BAC + 5) preferably in the management and evaluation of natural resources and environmental projects and programmes; and
  • Sound knowledge of trans-boundary river basin organizations (OMVS, OMVG, NBA, Mano River Union) and international, continental or regional organizations (FAO, the AU, ECOWAS, UEMOA, CILSS, etc.).

Fluency in one of the three ECOWAS languages (French, English and Portuguese) is essential. Knowledge of a second language would be an important asset.

For the expert specialist in rural development and environmental and socio-economic impact studies

  • High level diploma (at least BAC + 5) in rural development, natural resources or water management or equivalent with proven experience in environmental and socio-economic impact studies and development of regional policies, etc.;
  • Sound knowledge of ECOWAS environmental and water management policies in general and the Fouta Djallon Highlands and the RPID/FDH in particular;
  • Sound knowledge of trans-boundary river basin organizations (OMVS, OMVG, NBA, Mano River Union) and International, continental or regional organizations (FAO, the AU, CEDEAO, UEMOA, CILSS, etc.);
  • Experience in the assessment of at least two regional projects or programmes in the area of natural resources management and particularly water management in West Africa; and
  • At least ten (10) years of experience in the development or management of regional programmes.

Fluency in one of the three ECOWAS languages (French, English, and Portuguese) is essential. Knowledge of a second language would be an important asset.
