Recruitment of a Consultant to develop the guidelines of a call for proposals on "Regional Initiatives and Innovations to Facilitate Livestock Development and Livestock meat Trade" of Component 2 of the Regional Investment and Livestock Program in Coastal Countries (PRIDEC) within the framework of ECOWAP 2025

The ECOWAS Commission through the Regional Agency for Agriculture and Food intends to use the services of individual consultants to develop the guidelines of a call for proposals on "Regional Initiatives and Innovations to Facilitate Livestock Development and Livestock meat Trade" of Component 2 of the Regional Investment and Livestock Program in Coastal Countries (PRIDEC) within the framework of ECOWAP 2025.

The overall objectives of the mid-term evaluation are

The purpose of this consultation is to provide the ARAA with the technical, financial and contractual guidance framework in which PRIDEC’s Component 2 "Funding of Regional Initiatives and Innovations for Facilitating the Development of Livestock and Livestock-Meat trade in coastal countries, through calls for project proposals " will be implemented. The aim is to make available to the ARAA the Guidelines which will define, on the one hand, the general and specific conditions for the organization and launching of calls for proposals, reception, evaluation, selection and financing innovative projects; on the other hand, the themes related to the current issues of livestock development and trade in livestock-meat.

At the end of the consultation, the ARAA will have a document defining the guidelines and thematic orientations for launching calls for proposals on initiatives and innovations facilitating livestock development and trade in Livestock-Meat.

Object: Recruitment of a Consultant for ECOWAS Regional Agricultural Policy Support Project « ECOWAP/CAADP » mid-term evaluation.

 

Applications are received no later than November 28, 2018 at 5 PM GMT.

The RAAF will draw up a shortlist of up to six pre-qualified candidates to whom it will send the Request for Proposals for the required Services

The application package is made up of:

  • A letter of expression of interest, including the period of availability.
  • A recent curriculum vitae detailing the work experience and similar assignment.
  • Certified copy of the highest degree.  

For the purposes of assessing the qualifications and abilities of candidates for the establishment of short lists, the following criteria will be considered:

  • Advanced university degree (Masters’ level) in the fields of livestock farming, agroeconomy with a specialization in animal sectors, agronomy with a specialization in animal production or a doctorate in veterinary sciences.
  • A minimum of five (5) years with solid and relevant experiences to the mission.
  • Familiarity with institutional environment of West African regional organizations (ECOWAS, WAEMU, CILLS).
  • Excellent command of English and French (read, spoken, written) is a necessary condition for the team leader.
