Recruitment of an individual consultant to develop communication/information content on the ECOWAS rice roadmap to engage stakeholders in the rice sector

Submission deadline:
  1. The ECOWAS Commission has received funding from the International Development Association (World Bank) to finance the costs of the West Africa Food System Resilience Programme (FSRP) and intends to use part of the funding to pay for the services of an individual consultant.
  2. The objective of this notice is to recruit an individual consultant to develop communication/information content on the ECOWAS rice roadmap in order to engage stakeholders in the rice sector.
  3. The Consultant must have the following qualifications and experience:
  4. hold at least a masters in the field of Mass Communications, information technology or other relevant fields;
  5. The Consultant should have a wide technical expertise cutting across communication and informational development and strategy.
  6. He must have skills in graphic designs using Adobe illustrator, Corel draws, MS word and photoshops.
  7. Track record of development and delivery of organization communication and information materials.
  8. Proven experience in the agricultural sector with high preference for the rice sector in West Africa.
  9. Demonstrated a high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  10. Excellent communication and written skills in English and French.
  11. Evidence of similar activities under ECOWAS will be highly valued.
  12. The estimated level of effort is 36 man-days from the mission start date.

  14. Interested consultants are invited to direct their attention to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", July 2016 ("Procurement Regulations"), which sets out the World Bank's policy on conflicts of interest.
  15. Following the evaluation of the expressions of interest, one consultant will be selected following the "Individual Consultant (IC)" method as described in the World Bank's Procurement Regulations for IPF Borrowers, July 2016.
  16. Expressions of interest must contain the following information:
  • letter of expression of interest ;
  • a detailed Curriculum Vitae;
  • Legalised copies of diplomas and certificates or any other documents proving experience.
