1. The ECOWAS Commission has received a grant the International Development Association (World Bank) to finance the costs of the West Africa Food System Resilience Programme (FSRP) and intends to use part of this funding to pay for the services of a consultant (firm).
2. The consultant's services concern "the production of five (5) educational videos on food storage in West Africa and the Sahel".
3. The ECOWAS Commission, represented by the RAAA, hereby invites eligible consultants (firms) to express their interest in providing these services. This notice calls for legally constituted and qualified (experience and operational capacity) communication or audiovisual production agencies or groupings of agencies to produce the said videos. To this end, the communication or audiovisual production agency or group of agencies must have the following minimum experience and qualifications:

Have been legally incorporated for at least 5 years;

At least 5 years' proven experience in modern audiovisual production and the production of animated educational videos aimed at the general public and specific audiences;

At least three (3) educational video production assignments, ideally in the field of agriculture or developmentPresent a portfolio demonstrating their expertise in similar projects.

To carry out the assignment , the communication or audiovisual production agency or group of agencies must have a staff comprising :

K1: A Project Manager with a 5-year degree and at least 7 years' general experience in Communications/Audiovisual. Good experience of managing a Communications or Audiovisual Agency. Fluency in at least two (2) ECOWAS languages (French, English, Portuguese) would be an asset.

K2: A scriptwriter with at least 4 years' higher education and at least five (5) years' general experience. He/she must have a sound knowledge of writing video films based on documents/reports from agricultural development projects and of audiovisual production and scriptwriting for educational videos. He/she must be able to write simple documents based on technical documents.

K3: A cameraman with 2 years' higher education and at least three (3) years' proven experience in an audiovisual production company.

K4: A director with at least 2 years' higher education and at least five (5) years' proven experience in an audiovisual media or audiovisual production company.

K5: An audiovisual editor with at least 2 years' higher education and at least three (3) years' proven experience in audiovisual media, computer graphics and audiovisual animation or an audiovisual production company

In particular, these experts will be responsible for managing the entire assignment, dealing with the methodological aspects of audiovisual production, and delivering the final documents, such as the methodological note, the detailed scripts, the final production report and a distribution support note

5. The duration of the assignment is 90 working days extended over 6 months from the date of the assignment start order.
6. As part of this assignment, the agency or consortium of communication or audiovisual production agencies will have to carry out the tasks and provide the deliverables as described respectively in sections VI and VII of the terms of reference.

8. Interested firms are invited to draw their attention to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", July 2016, revised November 2020
   ("Procurement Regulations"), which sets out the World Bank's policy on conflicts of interest.
9. Firms may join forces with other firms in order to strengthen their respective skills in the form of a joint venture. In the case of a joint venture, all the members of the joint venture will be jointly and severally liable for the entire contract, if selected.
10. Following the evaluation of the expressions of interest, one firm will be selected following the "Selection Based on Consultant Qualifications (SQC)" method as described in the World Bank's Procurement Regulations for IPF Borrowers, July 2016, revised November 2020.
11. Expressions of interest must contain the following information:

• A technical proposal including :
  1. A brief presentation of the firm and its experience relating exclusively to the service,
  2. An understanding of the objectives and expected results of the assignment and the methodology that the agency intends to implement,
  3. Mission schedule (fieldwork and production of various deliverables),
  4. A summary of the curriculum vitae of each of the proposed personnel, clearly highlighting: (i) their academic and professional backgrounds, (ii) their technical skills, (iii) a list of similar services performed, as well as the contact details of the reference persons for each of the services indicated.
  5. A portfolio of similar work carried out previously

NB: The technical offer must be concise and must not exceed thirty (30) pages.

A financial offer clearly indicating the fees and other costs (air tickets, per diems, local transport and communication).
