- The Economic Community of West African States (ECOWAS Commission) has made a provision in its 2025 & 2026 budget to cover the costs relating to the above-mentioned assignment.
- The consulting services (“the Services”) consist of proposing an operational air-quality monitoring system for selected major capitals in West Africa. The Services include: (a) an assessment of air-pollution levels and their associated health impacts in Lome and Accra ; (b) an assessment of the implementation of existing regional and national policy and regulatory instruments; (c) the development of proposals aimed at reducing air pollution; and (d) the design of a monitoring network, including the identification of appropriate instruments for air-quality monitoring.
The duration of the assignment is three (3) calendar months, inclusive of the organization of a validation workshop to validate the final report.

- The ECOWAS Commission now invites eligible individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Each experience or qualification must be supported by documents such as certificates of completion, work certificates, copy of contracts, etc
- The evaluation criteria include, inter alia, the following elements:
- Advanced university degree (Master's/PhD) in at least one of the following fields: Environmental Sciences / Atmospheric / Air Chemistry / Environmental Health / Epidemiology / Public Policy, Sustainable Development or Environmental Law / Environmental Engineering, Energy or Transport.
- Minimum 10 years of relevant work experience, including at least 5 years in West Africa.
- Demonstrated experience in at least two of the following areas:
- Air quality monitoring and analysis (PM2.5, PM10, NO₂, O₃, etc.)
- Development and implementation of national or regional air standards
- Environmental and health impact assessment
- Development of public policies or regional strategies (ECOWAS, UEMOA, AU, etc.).
- Experience with international organizations (WHO, UNEP, CCAC, World Bank, EU, etc.) is a strong asset.
- Demonstrated good knowledge in applying international air-quality standards (WHO, EU directives, USEPA) and their application in the African context
- Demonstrated experience in data analysis, including statistical analysis, GIS processing, environmental and Health databases
- Demonstrated experience in working in multicultural and multi-country environments and in facilitating or supporting regional or international workshops, meetings, or consultations.
- Proven experience in the mapping of air pollution sources
- Experience in the installation of air quality measurement equipment
- Proven experience in setting up an air quality monitoring network
- Demonstrated experience in at least two (2) assignments involving regional institutional frameworks (ECOWAS, AU) and cross-border cooperation initiatives, supported by references
- Minimum of two (2) similar assignments involving work with ECOWAS or on ECOWAS-funded or ECOWAS-led projects.
- Excellent written and communication skills in French and English.
- The attention of interested Individual Consultants is drawn to Section IV, paragraphs 1 to 5 of article 118 of the “ECOWAS Revised Procurement Code”, September 2021 setting forth the ECOWAS policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants Selection method (ICS) set out in the ECOWAS Revised Procurement Code.
