1. Bid submission method: Could you please confirm whether the offer must be sent by mail to your office in Togo only, or do you also accept bids submitted electronically? We want to make sure that our bid is submitted in accordance with the requirements of the tender.

The Bidders do not have the option to submit a Bid electronically.

2. Clarifications on ISO 22000 certification:

From the bidding documentation, it appears that the supplier must have both ISO 9001 and ISO 22000 certifications. Could you please confirm whether ISO 22000 is also mandatory for service suppliers, or whether it only applies to food product suppliers?

Proof of your knowledge of food quality management is necessary since in this case, you will have to control the quality of food stocks of the Regional Food Safety Reserve. Therefore, Therefore, ISO 22000 or FSSC 22000 certification or any other certifications or documents (contracts, certificate of good execution, etc.) proving your mastery or experience in food quality management is necessary.

2. Tonnage of goods clarifications: Is the tonnage of goods for pre-shipment inspection and upon receipt of goods the same for each of the 17 countries?

  • The tonnage of goods for inspection before shipment of goods is the same for each of the 17 countries
  • The tonnage of goods for inspection upon receipt of goods at the delivery site is the same for each of the 17 countries

3. Days of inspection clarification: Is the number of days provided for inspection the same in all 17 countries?

Yes. You must use the same parameters (number of days and the quantities) indicated per services for all the countries.  The number of days and quantities mentioned in the price tables do not necessarily correspond to a real situation. These are cases developed to allow for bid amounts to be made to proceed with a comparison and retain the best bid(s). As specified in the tender documents, the unit costs for fees, per diems, transport per day, etc. will be retained in the framework contract. Thus, each time we want to order a service, we will communicate the real parameters (quantity, number of days, etc.) to have the amount of the service

4. ISO certification clarification: Is the inspection report sufficient, or is ISO certification also required?

Inspection report is sufficient. There is no requirement to issue an ISO certification.

5. Goods inspection clarification: Will all goods for inspection be presented at the same time, or will it be separated?

For some services, the goods will already be in the warehouses and it will just be a matter of taking samples to have them analyzed in the laboratory. On the other hand, for other services (example: services 4 and 5), an agent will be on site during the entire reception period which will occur as and when the trucks arrive.

6. Warehouse certification: Will warehouse certification be required only for the following locations:

    • Ouagadougou and Dédougou (Burkina Faso)
    • Yendi and Tamale (Ghana)
    • Bamako, Koutiala, Ségou and Sikasso (Mali)
    • Birnin Konni, Dosso, Maradi and Zinder (Niger)
    • Kano (Nigeria)

The sites cited in the tender documents are those where we currently operate. Warehouse certification may be required in the event of mobilization of new sites in any locality of the country.
