Answers

  1.

Application as part of a consortium. The CEI does not say whether a consortium or a declared subcontractor is admitted. We would like to know if we can submit as the leader of a consortium associating an audiovisual production studio and specialized translators. If so, please let us know whether the minimum experience of five years is assessed at the level of the consortium or the leader alone.

The CEI is intended for communication agencies, i.e. companies with a legal personality and a structured organization.

It is therefore the responsibility of each candidate to provide all the information he or she deems relevant with regard to the requirements of the CEI, subject to the Client's assessment.

A group or a declared subcontractor is allowed.

However, the minimum experience of five years is assessed at the level of the leader alone.

The qualifications of the subcontractors are not considered for the evaluation of the qualification of the consultants.

  1.

Volume of content. We understand that each of the six series of deliverable 3 corresponds to the same content available in eight language versions, i.e. three video scenarios and three basic audio scenarios. We thank you for confirming this reading and for telling us, if it exists, the expected indicative duration for each video and each capsule.

Yes. The duration of each video and capsule will depend on the synthesis of the substance of the content(s) of the texts on the SPS standards in question. But the Programme is looking for productions between 7 and 8 minutes

  1.

Interactivity and broadcasting. The versions intended for WhatsApp do not allow the interactivity of the web formats to be maintained. We are considering a linear version for this channel, accompanied by a quiz broadcast separately, and would like to know if this option is suitable for you. We would also like to know if the ARAA already has a platform for hosting interactive videos or if this hosting should be included in the offer

Yes, ARAA has hosting platforms, the cost of hosting is not to be included in the proposal.

  1.

Reference documents. The Drive link "AMI 028_Docs_SPS" mentioned in the document is not active in the PDF version we have. Please provide us with the address.

  1.

Financial offer. The file already requires a complete technical and financial offer. We would like to confirm that this is a one-step procedure and, if possible, to know the indicative budget envelope of the mission.

In accordance with the selection method, technical proposals will be evaluated, the consultant ranked first will be invited for negotiations with a view to signing a contract.

The budget for the activity is not disclosed.

  1.

Does the ARAA accept applications submitted in a consortium or in partnership between two structures? In our case, it would be a question of associating our agency, which would be in charge of the editorial and educational design of the content, with an audiovisual production studio in charge of the production, interactivity and editing. If possible, we would like to know how the references, the certificates of good completion of execution and the criterion of five years of experience are assessed: on the basis of the leader, the entire group, or each of its members

Yes, a group or a declared subcontractor is allowed.

However, the minimum experience of five years is assessed at the level of the leader alone.

The qualifications of the subcontractors are not considered for the evaluation of the qualification of the consultants.

  1.

We would also like to know whether the anti-corruption declaration must be signed by each of the members of the grouping

It is preferable that the anti-corruption declaration be signed by each of the members of the grouping

  1.

Is there an indicative budget for this mission of 60 man-days ? This would allow us to calibrate our financial offer in a realistic way, especially for the production of the versions in local languages and Portuguese.

In accordance with the recommended selection method, disclosure of the available budget is not required.

The financial proposal must cover all the services required to achieve the objectives and expected results of the mission.

In any case, the technical and financial proposals of the consultant ranked first will be the subject of negotiations, in order to guarantee their adequacy with the objectives and expected results of the mission.

  1.

On what basis will the tenders be evaluated? We would be grateful to know the selection criteria used and their weighting, in particular between the technical offer and the financial offer.

The evaluation of applications will be done in accordance with the criteria, qualifications and requirements contained in the published CEI.

  1.

Deliverables: Does the mention "eight (8)" (3 official languages and 5 local languages) designate eight language versions of the same content per theme (i.e. 3 video content and 3 audio content in 8 languages), or eight separate content per theme?

These are eight (8) language versions of the same content per theme (i.e. 3 video content and 3 audio content translated into 8 languages)

  1.

Budget: Is there an indicative budget envelope or ceiling for this assignment? Should the costs of voice-over, translation, studio and copyright be included in the financial offer

  1.

Eligibility: Is a creative structure based on a team of independent professionals (group or subcontractor) admissible? Do the members of the team have to be named in the tender?

The CEI is intended for communication agencies, i.e. companies with a legal personality and a structured organization.

It is therefore the responsibility of each candidate to provide all the information he or she deems relevant with regard to the requirements of the CEI, subject to the Client's assessment.

  1.

Local languages: are all the five languages mentioned (Hausa, Bambara, Wolof, Yoruba, Fulani) compulsory, or are they selected according to the targets? Will the technical validation of the translations be carried out by the ARAA or by the service provider?

The five local languages mentioned in the CEI are those identified by the Client based on the target audiences to be reached.

The ARAA will ensure the quality of the work of the service provider, who must himself ensure the quality of his work before submission.

  1.

Interactivity: what level of interactivity is expected (multiple choice, quizzes, branching) and on which platform or format will the videos be hosted (H5P, SCORM, web player)?

Depending on the specific objective set out by the Client, the consultant will have to produce interactive videos integrating mechanisms of choice for the user. Given the innovative and technical nature of this approach, the Client expects the consultant to provide precise guidance and recommendations on this aspect.

  1.

Validation: what is the validation circuit (number of round trips, contacts, return times), and are these deadlines included in the maximum duration of 3 months?

The deliverable validation circuit follows the functional protocol established by the Client. The essential thing remains the quality of the deliverables produced by the consultant, in order to allow the Client's experts to examine them diligently and quickly.

Regarding the maximum duration of the study, the consultant has the option of proposing a deadline that he deems reasonable and justified, subject to the assessment and validation of the Client.

Reference texts:

- The list in §1 mentions the "WAHO Codes and Guidelines on Terrestrial and Aquatic Animal Health". Are these the codes of the World Organisation for Animal Health (WOAH)?

- To which series (international, ECOWAS or UEMOA) should the WHO Code on Breastmilk Substitutes and the African Continental Free Trade Agreement (AfCFTA) be attached?

Yes, these are the WOAH codes.

The WHO code must be linked to the international series. Concerning the AfCFTA, which is an Agreement which, even if it addresses certain normative aspects, is not a document that enacts sanitary and phytosanitary standards. It sets the terms and conditions for the creation of the Continental Free Trade Area.
